The source is a Victoria edition of newspaper called The Wave from the start of the 20th Century that was published in Seattle and San Francisco. Its targeted audience is the local literate population in the Victoria area who are aware of local news and politics. It has nineteen published pages which is filled with news, advertisements, and pictures of Victoria. It contains information about the British Columbia government and how it functions within the province. Four pages are dedicated towards naming the Members of Parliament who operate in the Interior of the Legislative Hall. This is evidence of the theme for settler colonisation because it shows that the settlers have formed a functioning body that runs the province and debate and pass legislation.
