This Document was produced by the Union of BC Indian Chiefs and published on 17th November 1970, in direct response to the 1969 White Paper. The White Paper was a controversial policy paper submitted by the serving Canadian Prime Minister Pierre Trudeau attempting to abolish pre existing legal documents pertaining to First Nation peoples, namely the Indian Act and attached treaties with the aim of assimilating all ‘Indian’ people under a unified Canadian state. The response to this as reflected in the Brown Paper highlights the outrage and disapproval of the aboriginal group. As a consequence of this paper and other opposition the federal government responded by distancing itself from this policy. This document can be used to demonstrate the continuing problems relating to Indigenous peoples and the state 's view on their rights within a contemporary context. Furthermore, it served to demonstrate the changing nature of this relationship from recognition to reconciliation efforts unsuccessful though they were.
