This is a government bill, produced by Robert Wilcox. In this bill he talks about extending the general land laws of the United States to the Territory of Hawaii. Robert Wilcox was born in Hawaii, and had native Hawaiian heritage through his mother. Perhaps as a result of his heritage, he aimed to improve the conditions for native born Hawaiians through legislation. He won the election of the 57th United States Congress, however because his first language was Hawaiian, he felt like an outsider in America. He hoped he could use his seat to help Native Hawaiians, which he felt were strongly being neglected by the Americans.
