The recording contains Eisenhower saying that the United States and the other states join in welcoming Hawaii as the 50th state. He also says that he wishes for prosperity, security and happiness for Hawaii and hopes for an increased closeness in the relationship between Hawaii and the other states.

On August 21, 1959, President Dwight D. Eisenhower signed a proclamation admitting Hawaii into the Union and consequently making Hawaii the fiftieth state of the United States. This is a speech he made welcoming Hawaii as the new state and signified a new beginning for the relationship between Hawaii and the United States.
